My 91 savage has the same problem with 4th gear and 5th gear sometimes. Had the foor-shift-lever (?) adjusted and it got better. Still sometimes happens though. Just keep my foot up untill it catches, no prob, don't mind. As long as it ctahces in the end it's fine with me. Should check your oil level as mentioned before, low oil could cause hard shift on (my) Savage.
